He called on the two countries to improve and sustain cordial bond of friendship among their nationals.
Mr Serra made this observation in an interview with Ghana News Agency on "Corvette Barroso," a Brazilian Naval Ship at berth at the Tema Harbour.
He said that as neighbouring countries in the global world, there were good prospects for the mutual co-operation and development for Brazil and Ghana.
Mr Serra commended Ghana for her developmental efforts, and said she would always be the gateway to West Africa.
Commander Luiz Roberto Cavalcanti Valicente, Captain of the Ship, said that the crew arrived in Tema on Saturday, July 17, from Lagos, Nigeria, on an African tour dubbed: 93Africa 2010."
He said that the tour, which had taken the crew to Angola, Equatorial Guinea, Sao Tome, among other nations on the African continent, aimed at sharing naval experience and technology with the Naval Commands of those countries.
The vessel returns to Brazil on Tuesday, July 20.
